Global Fund Strategy Implementation

The Global Fund to Fight AIDS, Tuberculosis and Malaria is the largest financer of national programs to fight these epidemics. The Fund raises and invests nearly US$4 billion a year to support programs in countries and communities most in need, in a partnership between governments, civil society, the private sector, and people affected by the diseases.

After approving its 2017-2022 strategy, the Global Fund wished to create a more integrated strategy-to-implementation process, including the integration of key performance indicators for monitoring and evaluation into that process.

The Global Fund asked SEEK to assist in creating an implementation plan for the new strategy, bringing in SEEK’s expertise in strategy development and process facilitation. SEEK’s work included setting up and facilitating a co-creative strategic implementation planning process across the organization within an ambitious timeline.

For each strategic area, SEEK worked closely with all those responsible for their respective areas, coaching them on the principles of effective implementation planning, and providing a consistent approach, required tools, and providing inputs on drafts. Based on initial plans developed, workshops on each strategic area facilitated by SEEK were the culminating step of the initial drafting, where plans were refined and sharpened based on peer feedback.

SEEK then worked closely with the Fund’s strategy team on the finalization of individual plans and their integration into one coherent plan, before submission to the Fund’s Management Executive Committee. This led to further refinements and planning on how to monitor achievements in the strategy’s implementation, linking them to key performance indicators as part of a monitoring and evaluation. The strategy is now being implemented, forming a solid basis for the Global Fund’s development in years to come.
