Sinead Dwyer

Project Manager

Sinead is a Project Manager at SEEK Development. She leads the Donor Tracker and SEEK's Development Finance practice. Other key areas of her work include strategy and advocacy support to clients, like the Bill and Melinda Gates Foundation's Program Policy and Advocacy project team.

Before joining SEEK, Sinead worked as an Economist in the strategy directorate of NHS Improvement, the sector regulator for the English National Health System. She provided strategic analysis and advice to policymakers, regulators and large hospital organizations to help them diagnose problems, understand and articulate tradeoffs, and make evidence-based decisions. Prior to that, she worked as a junior policy analyst in the OECD Development Centre in Paris, developing the methodology of Multi-Dimensional Country Reviews and working on reviews of Côte d’Ivoire and Kazakhstan. Sinead is interested in understanding how to optimize public spending and applying economic techniques and frameworks in a pragmatic way.

Sinead holds a Master in Specialized Economic Analysis: International Trade Finance and Development degree from the Barcelona Graduate School of Economics, and a BA in Economics and Politics from Trinity College Dublin.
