Carmen He is a Senior Consultant at SEEK Development. She brings over eight years of experience in finance, strategy and business development, and organizational effectiveness across both private and development sectors. At SEEK, Carmen will assist clients with developing strategies and improving organizational design to support global development agendas. 

Prior to SEEK, Carmen worked in KPMG’s audit and advisory practices in Canada and Australia for six years. Her advisory work focused primarily on financial governance and operations and process improvement for private corporations. Carmen worked with an indigenous community to develop mid-long term strategies to reduce risks in implementing the newly reformed National Disability Insurance Scheme in remote Australia. Carmen also spent a year in a medium-sized event and catering business as part of their executive leadership team, where she established new and improved processes and developed pricing strategies to prepare the business to scale up. Carmen has also worked as an independent consultant for NGOs and grassroots foundations on global health. As Finance and Strategy Lead for a Canadian digital health NGO, Carmen facilitated the organizational design, assessed new market entry, and established processes in product development, business development, and finance.  

Carmen holds a Master of Arts in International and Development Economics from the Hochschule für Technik und Wirtschaft in Berlin, and a Bachelor of Business Administration from York University in Toronto. She also completed training as a Chartered Professional Accountant in Canada. In addition to English, Carmen is a native Cantonese speaker, fluent in Mandarin, and a beginner in both Spanish and German.
